Monreal proposes to stop discussion of reform to keep the Army

Ricardo Monrealleader of the caucus Brunette in the Senate and president of the Political Coordination Board of the aforementioned chamber, proposed to the co-legislators in the session that the discussion of the reform be suspended to expand the presence of the Army until 2028 and that the opinion return to commissions.

Monreal Ávila pointed out that, since there is no consensus, the plenary session should consider suspending the legislative process and giving enough time for discussion.

The opposition, on the other hand, denounced that Morena “the votes fell” and that is the reason why it now proposes to return the debate to Commissions. However, they have opposed it, they want to vote for it at this time, to discard it, since Morena will not have the necessary votes to advance.

At the beginning of the session, it was discarded in the Senate of the Republic the suspensive motion of the National Action Party (BREAD) of the reform that keeps the Armed forces in tasks of public security until the year 2028.

The suspensive motion, the lime was proposed by Senator nadia navarro acevedowas rejected with 38 votes in favor, 61 against and zero abstentions.

This Wednesday, the plenary session of the Senate of the Republic began the debate on the opinion that extends the term for the Armed Forces to participate in public security tasks.

It is expected that in the next few hours said minute will be voted on in the Upper House.

The project modifies the first paragraph and adds the third and fourth paragraphs to the Fifth Transitory Article of the Decree by which various provisions of the Political Constitution are reformed, added and repealed, regarding the National Guard, published in the Official Gazette of the Federation on March 26, 2019.

This extension would mean a four-year extension to what was approved in 2019, when the National Guard was created and established the presence of the Armed Forces in civil responsibilities until 2024.

The legislative proposal, promoted by the Institutional Revolutionary opposition party (PRI), was endorsed by the United Commissions of Constitutional Points and Second Legislative Studies of the Upper House.

If this initiative is approved, the changes to the fifth transitory constitutional article will be sent to the Mexican Government for publication in the Official Gazette of the Federation (DOF) and imminent entry into force.

The National Guard officially entered into civil operations depending on the Ministry of Security and Citizen Protection on June 30, 2019 and since last August it has been attached to the Ministry of National Defense (Sedena), in charge of the Mexican Army.
