The minute falters – Red-hot debate in the Senate: Monreal harshly demands the attitude of the opponents

The plenary session of the Senate of the Republic began this Wednesday the discussion of the initiative to expand the presence of the Army in the streets in public security tasks until 2028.

Mexico City, September 21 (However).– The coordinator of Brunette in the Senate of the RepublicRicardo Monreal, raised his voice today in a strong appeal to the opposition because the bill already approved in the Chamber of Deputies doesn’t seem to get enough votes to pass today. It is a initiative of the Institutional Revolutionary Party (PRI) that allows the Ministry of National Defense (Sedena) remain in guardianship of the National Guard (NG) until 2028.

“I have been listening to the interventions of fellow legislators and legislators on this bill that came from the Chamber of Deputies and that has become a opinion ours and that from our point of view is essential for the life of the country”, he said when taking the floor on behalf of his partner, Senator Lucía Virginia Meza Guzmán, to present a dissenting vote.

The brunette recalled that the initiative for the modification of the Constitutional Fifth Transitory Article consists of extending the term from March 2024 to March 2028 for the Armed Forces to carry out public security tasks in the country.

“For 27 years, the Armed Forces have assisted in public security tasks. The PRI and the PAN must remember it, that when they governed one of the demands of the generals, the Secretary of Defense, the commanders of military zones, the upper spectrum of the Armed Forces was always ‘give me constitutional guarantees and constitutional bases for act,'” he added.

During his speech, Monreal Ávila pointed out that this demand was met until 2019, when the GN was created. “There in the Fifth Transitory that we are now discussing, unanimously, we grant the Armed Forces its constitutional guarantor,” he affirmed. However, he explained that “at the time of the parliamentary debate, nobody spoke, when we granted the five years, that with that term the country was being militarized.”

“No one. None, none voted against us granting the Armed Forces five years for the transition from the Armed Forces to the National Guard to occur and soldiers, military and marines could return to the barracks, ”he said in plenary.

On September 14, the Senate received the minutes approved by the Chamber of Deputies for the constitutional reform that extends until 2028 the participation of the Armed Forces in public security tasks, a decision that activists and some international organizations consider an advance in the militarization of the country.

Morena and her allies need to gather a qualified majority to endorse said constitutional reform. However, the National Action Party (PAN) announced that it will vote against the initiative.

Today, the discussion started at 10:50 am. The Blue and White Senator, Nadia Navarro, presented a suspensive motion, however, with 38 votes in favor, 61 against and zero abstentions, the appeal was dismissed.
