The Constitution of the Republic, proclaimed on April 10, 2019, established that the new Family Code would be the result of a broad popular consultation and the referendum convened by the National Assembly of People’s Power.


July 16, 2019: The temporary working group in charge of preparing the preliminary draft of the new Code was constituted. It was coordinated by the Ministry of Justice (Minjus) and made up of renowned jurists, sociologists, psychologists… who investigate and deal with the issue.


The temporary working group produced the policy proposals and 20 draft versions of the Code.


March 22, 2021: The State Council, by Agreement No. 149, approved the commission in charge of drafting the Code project and giving continuity to the work of the temporary group. The commission is made up of deputies, deputies and representatives of various institutions and social and mass organizations.


September 2021: After intense days of study and work, version 22 of the project was approved and it was agreed to begin a process of specialized consultations to perfect its content. It was also published on the Minjus website to obtain the knowledge and opinions of the population.


Between September and October 2021, the specialized consultations were carried out. More than 500 opinions were processed and analyzed in 47 institutions and organizations throughout the country. The opinions of the population were also received via email.

Version 23 of the project was prepared, which was approved by the commission responsible for this purpose and by the Council of Ministers.


November 15, 2021: The text was presented to the National Assembly, from which moment it acquired the status of a bill.


December 21, 2021: After an extensive debate among deputies, the National Assembly approved the Family Code Bill in its 24th version and submitted it to popular consultation.


January 12, 2022: The Official Gazette of the Ordinary Republic No. 4 published version 24 with the agreed modifications of the analysis sustained by the deputies to the National Assembly.


From the 1st. from February to April 30, 2022: popular consultation of the Code. More than 78,000 meeting points were established in the country.


May 2022: The National Electoral Council released the results of the popular consultation, in which 6,481,207 Cubans participated; 61.96% of Cubans expressed themselves in favor of the text.


May 14, 2022: The National Assembly, in an extraordinary session at the Palace of Conventions, received the results of the popular consultation of the Code project by the National Electoral Council.


Between May and June 2022: The members of the drafting committee of the project worked on the study and analysis of the criteria collected during the popular consultation and prepared version 25 of the text.


July 18, 2022: The Council of State in its meeting of the month and through Agreement No. 391 proposed to the National Assembly to set the date for the referendum in the national territory on Sunday, September 25.

July 22, 2022: New discussion of the project in the National Assembly, after the transformations made to the document as a result of the popular consultation. It is approved for referendum and the question to be submitted for the consideration of the voters: Do you agree with the Family Code?


August 17, 2022: The Official Gazette of the Ordinary Republic No. 87 published Law No. 156, Family Code, approved by the deputies to the National Assembly on July 22 and which will be submitted to a popular referendum.


September 25, 2022: Popular referendum, since the parliamentary act of approving the Code alone is not enough. It is a work that requires validation by popular vote in order to be fully effective and valid.
